Cabelas Three Forks Wind River Combo is not a bad option for less than $100. I've had a Three Forks 3W 7' 6" rod that I've used for five years now. Casts nice and compares nicely with the Echo Base.

I second the TFO rods. They cast well. My go to rod is an Echo Carbon ($139 I think), but I'm partial to it because it was a birthday gift from wife and kids a few years ago.

I have an 8' 4wt TFO Lefty Kreh Signature II Fly Rod I am willing to part with, I might have some line and a reel too. I am out of town on business until Thursday, I can check and see what I have for line and a reel and get back to you.

So I checked and I do have a full setup if you are interested. The rod has only been used about 4 times, as I end up using my other 4wt all of the time. I have a Cabelas Wind River reel, and a brand new spool of Rio Mainstream Series Trout floating line for it. I would take $125 for the whole setup.

Retail Costs
Rod: $125
Reel: $40
Line: $40
